graphics dont appear during browser reload

oscommerce-2.2ms2

browser: mozilla 1.3 (win XP) IE 6.0 and safari (macOS)

we are noticing that the above browsers during page reload dont always view the graphics. any ideas where to begin troubleshooting this issue?
