If a customer is located within a defined tax zone (in this case, "Ohio"), free shipping kicks in when merchandise and tax totals $25 as configured. However, if the customer is NOT in a defined tax zone, free shipping appears to kick in when merchandise + the cheapest shipping rate total equals $25. How do I keep shipping charges from counting toward the "free shipping" total? I'm using 2.2ms1. Eugene
