Possible New Bug? Displaying Facebook and LinkedIN links in Footer - Usually Fails !

These links and icons flash up very briefly when the page is refreshed. They tend to show up when using on mobile most. Why do they come and go? How can I get them to show all the time?

Here is the home page, as you can see no links. 

If I refresh the page, the icons etc. will flash very briefly but not show. 

They appear sometimes on other pages.

WHY? How to fix?

Here they are after logging in on mobile phone. 
 

Not showing if not logged in on mobile. On desktop don’t show if log in or out. 
 

Seems to be a bug, I don’t know why they come and go.

This is a relatively minor issue, however I would like to know how to fix it?

Why is it not working? Is it a bug?
