A single IP address can be restricted but when entering an IP range, (an example, xxx.xx.xx.xx/32)  it errors as invalid IP.

This was perfectly accepted in older versions, am I entering it in a wrong way?

Could you describe in more detail what kind of IP restriction you are talking about? 🙂

admin>settings>tools>IP Restrictions

Is there a way to ad a range of IP addresses in the text box the red arrow points to?

IP address/range   fails

Thanks. There have been no recent changes here.

Most likely the behavior has changed due to the PHP version.

I've just tested IP resrictions in osCommerce 4.0 and PHP 7.4 - it does not allow to enter IP ranges. Do you mean it worked in osCommerce 2.x?
