It is just an old name of a app. It was one developed as a SOAP module. Now it works using REST technology. Quote

RestServer has API for import/export data. If you want to synchronize data with another osCommerce v4 site, it is possible with RestServer + RestClient apps. If you want to synchrinize data with other e-commerce systems, it depends on the second system and the direction of synchronization. Quote
