This is because... a) Many contributions do the same thing, but some are better than others for certain tasks. Users can suggest which works best for what. With more contributions arriving all the time this is going to be more relevant. B) Some contributions have very poor documentation. If it's going to take 3 days to do a simple module because of lack of info, users can state this in advance of attempting it and possibly give authors more incentive to be more clear. c) Reviewers can fill in the gaps of missing information without having to put together their version of the module.
