ldavies83
Hi, Wondered if anyone had any ideas on this so feel free to jot down anything you feel (within reason!!!) I'm currently running a website with nochex payment processing, so far so good. However they do not accept Credit cards, I've installed the paypal IPN in order to allow payments through them for credit card payments. However paypal attracts a 3.9% fee on all transactions. My question is this: Is there an option on Paypal IPN 0.971 that allows me to attach a surcharge to that payment module only? and If so, will it show up on the checkout summary so customers know they are being charged this additional amount Any light anyone can shed would be most appreciated. Thanks, L. Contribs Written: Nochex APC Payment Module, Cheque Payment Module Contribs Updated: Information Pages Unlimited, Latest News V1 You've gotta be Quick on the Draw in this game! Guest
I believe that it is against Paypal rules to charge a fee for their service to the customer Not only that but it is illegal in many areas to charge a surcharge on credit cards period. You should make sure your area allows this and then put a large disclaimer on the front page that you charge such surcharges. Paypal only allows them within the UK according to their terms. I know they are illegal in most of the 50 states and they go against the credit card processing contracts in the United States. You will actually find Paypal's fees to be among the lowest available for "Card Not Present" transactions.
ldavies83
Right, Lets have a thrash out on this subject! (Dont take that the wrong way!) I'm not looking to charge a surcharge on Credit cards, I'm looking to charge a surcharge on using the paypal system, which accept credit, debit and paypal payments. Myself and many other ebayers, for example, will always say "If you pay by paypal, please add an additional 3% to the winning bid, or get out of this by paying us using nochex!" I entirely agree with your comments concerning credit card surcharges being wrong (only I can mention at least 3 mail order companies that insist on charging a 3% "Administration" fee on all card orders). However Paypals User Agreement (Dated April 24th 2003) on fees makes no mention of you should not pass the charge onto customers, and my previous comments concerning ebay back that up. Some ebay examples (Dont Joke!!!): http://cgi.ebay.co.uk/ws/eBayISAPI.dll?Vie...0&category=3501 http://cgi.ebay.co.uk/ws/eBayISAPI.dll?Vie...1&category=4317 Contribs Written: Nochex APC Payment Module, Cheque Payment Module Contribs Updated: Information Pages Unlimited, Latest News V1 You've gotta be Quick on the Draw in this game! burt
Thank you for your inquiry to MasterCard International. A surcharge cannot be added to the price of goods or services that you purchase on your MasterCard card. To report a merchant in violation, please visit our website at <url removed> The situation in the United Kingdom is different however, in that English law allows merchants to surcharge. Because we can not supersede local laws, merchants surcharging in the United Kingdom are not in violation of our guidelines. Best regards, MasterCard International Customer Service Center http://www.paypal.com/cgi-bin/webscr?cmd=p...ayments-outside (look at section V): No Surcharges. Under Visa, MasterCard, Discover and American Express regulations and the laws of several states, including California, merchants may not charge a fee to the buyer for accepting credit card payments (often called a "surcharge"). You agree that you will not impose a surcharge or any other fee for accepting PayPal as payment. This restriction does not prevent you from imposing a handling fee in connection with the sale of goods or services, as long as the handling fee does not operate as a surcharge (in other words, the handling fee for transactions paid through PayPal may not be higher than the handling fee for transactions paid through other payment methods). Nor does this restriction apply to Pound-denominated transactions by sellers residing in the United Kingdom listing items for sale on a UK-based website. This specifically prevents you from charging a surcharge to Paypal users, unless you are UK based. However if you term it as a "handling fee" and apply it to all your other methods of payment, then fine! If you only take Paypal, then use the handling fee - it's pretty clear really.... hth
