State Tax not working right

I recently set up a test osCommerce 2.2 CVS and all is well except for the California tax I need to add to orders.

 

I have set a "California" Tax Zone with a Zone Name:CA

 

Tax Classes = California Residents

 

Tax Rates = Zone:CA, Tax rate: 8%, Priority:1

 

When I check out with a test ID from Missouri I still have the California tax added.

 

Any ideas where I goofed?
