Steps to delete the items in picture.

This is in the contact us form at bottom.

Want to delete both the "Consent" portion and the "Captcha" error, don't use Captcha and the consent just annoys customers .

Depending on version:

I would look in the Admin --> Configuration --> Customer Details and search for captcha, see below:

 

Turn these to false.

As for the consent disclaimer, I am not sure that is as easy to disable. It may need to be modified in files. I will let other team members chime in on that one.
