There is the Options Type addon. It would have to be converted to work with Phoenix but is another possibility. The addon changes a relatively large number of core files so it would not be a quick conversion. I have a version for a later oscommerce version than the one for that addon but even it would require quite a few changes to allow it to work correctly with Phoenix. If you sell things that don't require an image, then you should only show the message for the correct product or word the message to say it is not needed for some items. You can install my Message Box addon that will allow you to add a message to the header. That might be easier than trying to code it.
