The only difference that an osc version should make to a shipping module is whether jquery is available or not if it needs to do something fancy on the checkout shipping page. In terms of official osc releases, the closest is 2.3.4.1 Contact me for work on updating existing stores - whether to Phoenix or the new osC when it's released. Looking for a payment or shipping module? Maybe I've already done it.
