Products Notifications: how does it work?

I cannot find out how the Products Notifications work. I have done some experimenting, but with zero results.

Could someone take a moment and explain to me how it works? Or direct me to a page that explains it?

Well you learn somthing new everyday 😊 did not even know it was in the code! Installed it on Frozen test site and It apperes to do nothing but display a notice!

However on the edge test site it works, and a tick box is provided for customer to request updates. I assume admin gets info so an email can be sent out when an update is available on selected products.
