minimum price and base-price

Hi,

 

I'm looking for the following features:

 

1. A minimum quantity must be ordered before people can check-out

2. A fixed starting price that will be added, no matter how many articles are ordered.

 

let's say someone wants to buy 2050 sweets. They can only be ordered with a minimum of 1000. Also, the making of some custom packaging would cost an additional USD 250, no matter how many sweets are ordered:

 

Custom packaging development: USD 250

2050 sweets (MUST be > 1000) : USD 500

 

Does something like that exist? Would it be hard to make a hack/contribution?

 

I tried something from the contribs ("Attributes option type selection" for minimum price), but it didn't work for my language.
