paypal creating order even if not completed?

If there a way to stop oscommerce generating order if paypal has been declined./ not completed?

If you are using the Standard module, then no. For the Express module, the order isn't added until the order is completed.

There may be an addon which would delete orders of a certain status after a set time has passed if this is what you want, However this is still a sale if you contact the customer with a discount or such
