Unable to process payment options on checkout??

Hello,

 

We have a problem with our store in which we need help.

 

Aftter confirming address on the checkout when you click next it refreshes the address page again, it is not taking us to the payment option screen.

 

I have it set up in admin to accept CC and Paypal. We do not have a CC Gateway we want it and are hoping it will save the info in the database and we can process them in house.

 

Please direct me to the correct docs or whatever, I have no probleming RTFMing if I knew where to go.
