How to set up TAX after uppgrading to snapshot-20030624 ?

How do I setup Tax Zones etc after uppgrading to tep_snapshot-20030624?

 

nothing will work.

 

I tried to run the uppgrade script in the Extra folder but iyt dident work gpt un error
