UPS shipping module not accepted in Philippines as origin?

i'm using contribution with UPS choice 1.7 it work fine with me (US as Origin) but when i change the shipping origin as Philippines. i got an error something like this.

 

United Parcel Service

We are unable to obtain a rate quote for UPS shipping.

Please contact the store if no other alternative is shown.

 

what seems to be the problem?

 

any idea? pls. help. :oops:

postal code: 1700

 

My store setting:

 

Country: Philippines

Zone: Manila
