Add Priority Mail Charge

Hello,

 

Currently, our cart allows a 2.95 flat rate for all orders or free shipping for orders more than 64.00.

 

For those who wish for their order to be sent Priority Mail, how do I add the choice for "Priority Mail = $3.85",

instead of the 2.95 flat rate AND add "Priority Mail = $3.85" to those who have free shipping for 64.00+ orders?
