need help with error message!!!

i allways get this error message when viewing my web page.

 

Warning: I am able to write to the configuration file: /www/s/seafire/htdocs/store/catalog/includes/configure.php. This is a potential security risk - please set the right user permissions on this file.

 

can anyone help as per i have tried to take off the 644 chmod on the file to put it too 444 that is viewing only but it always go back to 644 viewing and righting enable for owner.

 

is there a way of taking off the writing ability on that file....
