free shippingfor uk....standard 4 rest how is this set up?

can anyone advise how to set shipping etc if will be using free shipping in uk...but charging standard rates for overseas....what should i be doing there.

Also i am a bit bamboozled by my mysql database....?im not even sure if im looking at the right thing what should i be finding and what is my basic functions there? sorry bout that one ?
