Can I create sub-zones with seperate shipping rates?

Hi all,

 

I've scoured the message board but haven't seem to be able to find out how to do this.

 

Id like to be able to set different shipping rates by region (not province or country).

 

For instance, i'd like the ability to create a zone named "GTA - Greater Toronto Area" and charge $5 bucks, and have another zone named "HA - Hamilton Area" and charge $10 for shipping.

 

Is this possible? I saw a contribution but I believe it only works by "State", not preset zones.

 

In my shopping cart I would like a drop-down menu that says "Shipping Zone" and the customer can pick the one that best applies.

 

Is this do-able?
