Direct inclusion or redirection to (dot).html?

Hello osc and tep gurus, I would like to be able to redirect to a URL or include the contents of a (dot).html file within an executing (dot).php file. Is this possible using a tep function (I have already looked at tep_redirect() and tep_href_link()). Please advise. :)
