if customer = "foo" then Per Item & More

Okay... here is the deal.

 

if customer is "foo" then

per item rate is 0.00

else per itme = 1.00 (would work for guest and new customers)

 

also...

 

if customer is "foo" then

show "cash", "credit card" and "check"

else show "2checkout"

 

this will make my app work. can anyone point me in the right direction?
