Static IP Hell - do I have it or not ?

I requested a static ip from my host which i duly recieved so you can access my site via the ip address. Its on shared hosting - but that shouldnt make a difference.

 

The problem is that I run Oscommerce on my site and when I try to connect to my payment gateway to authorise a payment I get rejected because the connection is made from the wrong ip address - its made from the ip address of my hosting provider, and not my static ip.

 

So is this bad setup from my host or because I am on shared hosting all requests out are made from the hosting companies IP - which seems a bit stupid to me.
