Specail Box stays even when no specials

Hello again,

 

i am having a problem with the "specail" box.

 

i do not have any product on specail (in the admin section) but yet the box is visilbe with no product and a $0.00 with a red line going through it.

 

how do i change it so when there is no specail, there is no special box?

i still have not fixed the special box problem that i was having 2 months ago.....has anyone found the same problem? More importantly, the solution.
