Problems installing on windows XP / MySQL

I have MySQL running smoothly on Windows XP.

 

I am using IIS to host the sites locally (localhost address).

 

I can get all the way to step 5 of the installation fine - all database tables are created etc on the previous steps.

 

At step 5 i get the following bizzare messages:

 

"Warning: fopen(C:/Inetpub/vhwebs/ppuk/catalog/includes/configure.php) [function.fopen]: failed to create stream: Permission denied in C:Inetpubvhwebsppukcataloginstalltemplatespagesinstall_5.php on line 114

 

Warning: fputs(): supplied argument is not a valid stream resource in C:Inetpubvhwebsppukcataloginstalltemplatespagesinstall_5.php on line 115

 

Warning: fclose(): supplied argument is not a valid stream resource in C:Inetpubvhwebsppukcataloginstalltemplatespagesinstall_5.php on line 116

The configuration was successful!"

 

If I then try to use OS Commerce i get the following error, presumably from lack of information in the configure.php file:

 

1046 - No Database Selected

 

select configuration_key as cfgKey, configuration_value as cfgValue from configuration

 

[TEP STOP]

 

 

Can anyone help me?

 

I have given the installation directory read/write permissions.
