Pricing Items individually for shipping

Hi, Im trying to set every item individually for a fixed shipping price. I only can figure out how to use a ups table or fedex. But im looking to set each item individually.

 

Example

 

Item going to Cal 90210 Shipping price $33.00

SAME Item going to NY 10461 Shipping price $33.00

 

But i need to do it on every item.
