Global Product Notification

I've been searching the forums trying to find more information on product notifications and from what I understand,

 

- all notifications must be sent out manually

- one must create the notification newsletter

- lock the newsletter

- and then when they reach the following page in the admin panel, either select the products or choose "Global"

 

 

It seems like Global notifications are working just by selecting the products and clicking the submit button.

 

My problem is that when I click the Global button nothing happens.

What is that button supposed to do?

I would like to know where you found that screen. LOL I have been looking around for the "product notification" area.
