I have tried both: 1) An all inclusive (modules, changes and what not) release then roll out to prod. Dev will always be for testing/staging then push to prod. 2) Core and modules are separated and tested in Dev, then the core and each modules are again rolled out to Prod. Dev is still being used for testing/staging but it would be by each module/core bases before pushing to prod. You probably can see the pros and cons on both and that 2) in reality may be difficult as some core change is inevitable. 2) may just be a good idea gone bad...I think it will take too long to get this site roll out quickly...
