my brain is not allowing me to think.... help with banner manager please

I have successfully installed osCommerce Online Merchant v2.3.4 and have essentially no issues... working beautifully in fact.

 

So I decide that I want the banner at the bottom... I go to it on under "Tools" and "banner manager" and see the osCommerce banner there under the footer Group.. put the status to ON and it does not appear...  I know I am missing another step... but for the life of me I cannot find it...   It works fine on another site I have (prev. version of osC non boot strap responsive) so I have pulled what little hair i have left out of my head...

 

any advice (about the banner manger, not the hair)> LOL

Today, I went back and compared the settings between the two sites...  old site using osCommerce Online Merchant v2.3.3.1 and the new site using osCommerce Online Merchant v2.3.4

 

The banner at the bottom works on the old site just fine but not on the new... any suggestions?

Bootstrap osCommerce is modular, so you need a footer content module to show your banner. I'm not aware of any current modules that would do this.
