proper redirect placement

1 quick questions to put myself at ease... (yes I searched but found nothing definitive :) )

When placing a redirect in .htaccess, should the redirect be placed before or after the /rewritebase entries? or does it matter?

 

And also,

I swear there was a PayPal AP thread that talked about missing product descriptions &/or items showing as 169{1}18{7}20{6}31 - could someone point me please?
