PayPal Express Debug Email Almost Empty

Hi Folks;

I'm running 2.3.3.4 and using PayPal Express. Last night someone from France tried to buy something and I got a debug email back from PayPal. The problem is that it contains almost no content - just this;

$HTTP_POST_VARS:

$HTTP_GET_VARS:

I've searched and searched and searched and found lots of posts from people with the same issue but no resolution.

How do I get enough debugging information back so that I can determine why the guy from France could not complete his purchase?
