Need to charge CA tax only, but test show tax for all states

I'm new to the OsCommerce interface, and need to set up a sales tax - and only for CA. But other trial purchases through the shopping cart show that the tax is added no matter where the customer is.

 

I thought I followed all instructions correctly, but I'm obviously missing something here. If anyone can help to configure a sales tax rate to be charged to a customer located in ONE state only, please let me know.

Ensure that ONLY CA is added to the tax zone. This is done from the admin area under Locations/ Taxes >> Tax Zones
