Password reset fails to reset and send email instead produces Error

Hi, I am having an issue with 2.3.3 where if a customer requests a password reset, an error appears: "Error. A password reset link has already been sent. Please try again in 5 minutes.", No email is sent and the customer is unable to reset their password.


I have looked through the forums and google and nothing addresses my issue directly. I have also tried one similar fix that was listed and it didnt fix the problem.


Any help you be greatly appreciated!!
