HTPASSWD_PERMISSIONS - what is this

i searched in the documentation file, and also in this forum. couldnt find somehting which answer my question.

 

 

if i go into the admin area, then a red bar appears with "HTPASSWD_PERMISSIONS" what does this mean? should i change or rewrite something? does this have to do with security?
