Order of applying order total modules

Hi, all

 

I am planning on writing my own module, but want to know how the order total modules are applied. I need to to allow for progressive discount.

I can see that there is a "sort order" in each module. Is that how they are sorted? Is highest applied first?

I know I can dig through the code, it is just I have too many things in pipeline and I am sure someone knows it and can save me some time.
