Cannot Move or Copy Products to Subcategories only Parent Categories

I can't move or copy products to subcategories only parent categories. When I select a product and select "Move" it only gives me the option of moving only to the top level categories - it doesn't allow me to move it to any subcategories - same when I select "Copy." (Ie. I would like to move a t-shirt into Clothing>T-Shirts but the only option it gives me is Clothing)

 

How can I fix this...?
