Below is a installnotes.txt file that you can follow. Basicaly you change just three files. Make sure you change them back after you test your site for the live site! These instructions were for Xampp ver1.7.3 Always backup your files! MrPhil Posted December 18, 2012 Posted December 18, 2012 Keep in mind that installing osC on a PC, such as with XAMPP, should only be done for testing purposes. Never try to run a real shop connected to the real Internet from your own PC -- it will be easily hacked. You have to be a security expert to secure your PC-based server. Spend a few bucks a month to get a real host, and get much more security. If your commercial host still screws up, you might have some legal recourse against them (when your customers in turn sue you for a data breach). Once you have real hosting, you will probably find it easier to do your development tests on the real server itself (perhaps in a test directory, to hide it from curious eyes and search engine spiders), because you know that the PHP and MySQL versions will exactly match between the test environment and the production environment. So many people run into problems because what's on their [L|W|X]AMPP stack doesn't quite match what's on the production server.

These instructions were for Xampp ver1.7.3 You shouldn't be changing files to get them to work with xampp. You need to set it up to allow it to send emails. The shop will function normally after that. Did you notice the ***note please change back the code for a live site?*** Of course not! Otherwise if you did you would notice that i never implied that you run your shop from your home computer. This was for a test environment it is in the title! Not only that but did you relize that this forum is full of posters that have found out solutions to Oscommerce that do not have computer degrees, Oh yeh lets shut down the forum for only people like you. Maybe we could charge an entry fee for advise. After all Os in in OsCommerce means open source or am i wrong? Or does it mean Obnotious :- ? Always backup your files!
