in the package, the file tep_database-pr2.2-CVS.pdf is of great use.

I wanna know which tool is used to create this file?

That file does come with every copy of osCommerce. Check out the Extras folder.

 

I don't know what program was used to create it, but I've done similar diagrams in Libre Office Draw. It has all of the box and line primitives that are needed.

That's about the only file in the Extras folder that's of any use. I found it helpful when I was learning how the osC database works.
