are you talking about via localhost or online after uploading your website.

If its locally then normally you type in address bar of your explorer the full path of your local folder .i.e something like this;

http://localhost/project-name

http://localhost/admin -> for admin panel

make sure you know upto where you have to go for your home directory. http://localhost/ this is normally cover the home directory and then you type the project name. This is all about local access. Let me know if this solves your problem. Otherwise explain properly and i wil try to answer your question.

cheers

if your store is www.mystore.co.uk and you called the admin directory mystoreadmin it would be

www.mystore.co.uk/mystoreadmin

but if you have forgotten the admin directory name youcan connect to your site using ftp and check what it is.

At some point did you rename "admin" to something else? Such as during installation of 2.3.1, or as a security mod to 2.2? Use your hosting file manager or FTP to explore your site and see what you named this particular directory. It should be at the top level of your store.
