please explain Zones, Tax Zones, Tax Rates, Tax Classes

Sorry for this very noob question..I need somebody to explain to me and help me understand how zones, tax zones, tax rates and tax classes are related and how they work in the store..

i am developing a store that will only ship within the country and accept payment methods like paypal, credit card and COD.. But COD should only be allowed on certain zones..i also need somebody to explain to me how to do this.. :)
