Minimum number of credit card digits not being "enforced"

In Admin/configuration, I have the minimum value for credit card digits set as 15.

 

However, this weekend, I received an order with no credit card number at all, but the customer did enter the expiration date and CVV code.

 

I have then run some of my own test orders, and my site will accept no credit card digits (as mentioned above), any number of digits less than 15, and even letters of the alphabet as a credit card number! There is no error message that the minimum number of digits has not been met.

 

Any idea where I need to go to fix this so that at least 15 numbers must be entered in the credit card field for the order to process?

There is NO credit card module module included with osCommerce. If your merchant processor has provided you with one, then you would have to seek support from them.
