How to make an item cheaper, if customer is already buying something?

Hello, im trying to add the option for the customer to purchase an item cheaper if they already are buying something.

 

Something like this in cart in a specials box "Why not purchase and support us by adding this item to your basket"

 

Is there anyway to possibly hide an item from the catalog, but have it so i could link it to the specials box?

 

It will be a vinyl sticker so i can offer it alot cheaper because i wont have to pay for P+P if they are buying something already.

I don't believe there is a contribution currently available to do this. It would be a custom coding project.
