Yes, osCommerce is open source so you can change it to suit your needs.

 

Download v2.3.1 as v3.x is still in development.

Yes, depending on your patience and or web design skills. Oscommerce is designed to be customized, the downloaded version isn't designed to be run just as it comes.

 

You can use Jquery to switch themes, modify your css add your own banner / buttons, choose which infoboxes to display, figure you shipping rates, tax rates, coupons and discounts, affiliates, emails, all this stuff can be modified.
