en uIssue with Shipping cost changing whser goes back to Payment Info

I have a issue where when ever a users clicks the link or uses there back button from the Order Confirmation page to go back to the Payment information page my shipping module reads like this 1: $1.00, it loses the shipping module information. I am having trouble locating why the shipping module shipment cost is being lost when they go back to change payment method.

 

This is a example of it normally

 

Region Based Rates (Shipping to Pennsylvania, United States ): $10.00

 

When the user clicks the back button or the return link to Payment information

 

1: $1.00

 

Oscommerce 2.2 RC2

CCGV installed but not being used right now

Shipping module is regions bases shipping

SSL is enabled for the site
