Install seems strange, no shaded (colored) headers

I just did an install on my server for real... not on my laptop, and it looks like there are some issues. I do not see the nicely formated headers for each section, categories, whats new, etc...

 

I am betting this is something simple.

 

I have only installed a russian language pack and it was that way before the add on.

 

Thoughts?

Fixed... I did a re-install and the problem is gone.
