products on "top" not showing

Any product I enter in to "top" with no catagory will not show on the catagory list but product will appear on the "what new" box, is there any way to have products outside a catagory and eliminating catagories with only one product in them? I'm working on a v2.3.1.

If you use categories, ALL products must be in a catagory. So, this structure will NOT work:

 

-Product 1

-Product 1

-Category 1

-Category 2

 

 

This structure WILL work:

 

-Category 1

--Product 1

--Product 2

-Category 2

--Product 3
