Cant control the style sheet?

Hi there,

 

Of all the problems I have this is so simple...or supoosed to be.

 

I am trying to format my site colours from the style sheet, but only the back ground and text seems to want to change.

This is a fresh install of OSC 2.3.1 with very little change.

 

I am simply trying to change the colour of the area and box headings colour. Look here front page I want to change the blue box and area bars but it wont change via the style sheet? Style sheet below:

The boxes are controlled by the theme in 2.3.1. Use Themeroller to modify the theme or add a new one. There are instructions on this forum.
