charset problems template+And yes i see in other topics

I there guys, nice being a part of the forum, i been finding the aswer of my question, but in many topics not one answer the solution, my words are all messed up because of the charset.

I did everithing it is supposed to do, but still whit problems, its not the database, cause te info that the site is reading its not from the database but yes from the webpages. my link is this one:

i set it in the portugues.php like this:

 

@setlocale(LC_TIME, 'pt_PT.ISO_8859-1');

 

and

 

define('CHARSET', 'iso-8859-1');

 

But is still whit problems, does anybody have a real idea of the problem?
