If you are gettting a "Forbidden" error when accessing them directly the .htaccess in the /includes folder is normally the culprit. If I suggest you edit any file(s) make a backup first - I'm not perfect and neither are you. Buttons in v2.3.1 are CSS, only the old buttons are stored in the languages folder and are no longer used.
